Community Project Funding Requests
Community Project Funding (CPF) requests are Congress' new solution to funding specific projects requested by members for the communities they represent.
After removing the former practice of "earmarks" due to ethical abuse and financial waste, the CPF process was established in 2021 with enhanced transparency and accountability rules. This new program allows Members of Congress to submit a small number of community-supported requests each year for consideration by the House Appropriations Committee.
Members may only make CPF requests for government or non-profit entities, and project requests:
- Must have a federal nexus,
- Must have demonstrated community support for the request,
- Must not have a financial impact to the member or their family, and
- Must be publicly disclosed by the member, listing all pertinent information for each request, among other requirements.
