Congresswoman Harriet Hageman Introduces the FAIR Act to Safeguard Truth and Objectivity in Federal AI Procurement

Washington, D.C. – Congresswoman Harriet Hageman (WY-AL), joined by Congressman Barry Moore (AL-01), introduced H.R. 5315, the Fair Artificial Intelligence Realization (FAIR) Act, to codify the principle that the federal government may only use artificial intelligence (AI) that is truthful when asked for facts or analysis, respects historical integrity, acknowledges when information is incomplete or in dispute, and remains strictly neutral without bending to any social or political agendas.
“AI is advancing faster than our institutions are prepared for, and we either allow technology to become a tool for propaganda or insist it serves the truth,” said Congresswoman Hageman. “The FAIR Act draws that line. It demands that government-procured AI be factual and remain neutral without bending to any social or political agendas.”
“The American people don’t want AI that pushes propaganda, they want tools they can trust,” said Congressman Moore. “Too often we’ve seen Big Tech twist facts, rewrite history, and promote political agendas instead of the truth. Rep. Hageman’s FAIR Act builds on President Trump’s leadership on this issue and ensures AI serves truth and innovation, not woke agendas. This is about protecting both our future and our history from being rewritten by the tech elites in Silicon Valley.”
Background:
AI and advanced system capabilities have made remarkable strides in recent years. While these innovations promise new efficiencies and transformative solutions, it is imperative that AI, especially when used by the federal government, be developed and deployed responsibly, free from partisan ideologies that the American people have largely rejected.
Concerns about AI bias are not hypothetical. Reports surfaced last year showing that Google’s AI chatbot Gemini generated historically inaccurate output, portraying allegedly “diverse” versions of America’s Founding Fathers. When asked, Gemini defended these portrayals as aiming to provide a “more accurate and inclusive representation of the historical context.” Shortly thereafter, Adobe Firefly produced similarly misleading historical content.
Recognizing the need for federal policy to ensure AI integrity, President Trump issued an Executive Order in July 2025, “Preventing Woke AI in the Federal Government.” Under this order, federal agencies are directed to procure only those large language models (LLMs) adhering to Unbiased AI Principles—mandating truthfulness, historical accuracy, objectivity, and the absence of ideological manipulation such as DEI agendas.
