House passes H.R. 4394 - Energy and Water Development and Related Agencies Appropriations Act – Senate yet to pass any appropriations bills
Washington, DC – Today, the House of Representatives, led by newly elected Speaker Mike Johnson (R-LA) passed H.R. 4394 - Energy and Water Development and Related Agencies Appropriations Act for Fiscal Year 2024. This marks the 5th appropriations bill passed by the Republican led House. In contrast, the Democrat led Senate has yet to pass any appropriations bills. Included in H.R. 4394 were two amendments sponsored by Rep. Hageman.
Congresswoman Hageman stated, “Less than 24 hours after swearing-in Speaker Johnson, House Republicans are picking right back up with passing appropriations bills. The Energy and Water Appropriations bill will rein in spending and put the brakes on so-called “climate change” policies that include an ever-increasing number of stifling regulations. I am proud to have two of my amendments included in this legislation.
“My first amendment will prohibit funds for the Department of Energy's implementation of its proposed Industrial Decarbonization Roadmap – a plan that would kill good paying jobs in the fossil fuel industry and cause further inflation. The second will prohibit the use of funds to finalize, implement, administer, or enforce tyrannical energy Conservation Standards for Consumer Water Heaters – another method for the Biden administration to hold affordable and reliable home appliances hostage to the will of the federal government, all under the guise of reducing global emissions while enforcing an energy transition that will result in energy poverty for all Americans.”
Details of H.R. 4394:
- Prioritizes energy security and economic competitiveness by:
- Supporting domestic uranium enrichment capabilities, including high-assay low- enriched uranium (HALEU) availability, which is essential to reduce U.S. reliance on foreign uranium sources to power current and future commercial nuclear reactors.
- Providing more than $200 million for the production of critical minerals.
- Prohibiting oil from the Strategic Petroleum Reserve to be sold to any entity owned by or under the control or influence of the Chinese Communist Party (CCP) or to any other entity that intends to export to China.
- Investing in construction, operation, and maintenance of our nation’s ports and inland waterways to ensure goods can be moved safely to and from global markets.
- Reins in wasteful Washington spending by:
- Rescinding $5.58 billion from the Inflation Reduction Act (IRA).
- Eliminating funding for unrelated climate change activities in the Corps of Engineers and Bureau of Reclamation, including electric vehicle procurement and “climate cops” across the Corps.
- Terminating the Biden Administration’s Waters of the United States (WOTUS) rule, returning to state control of waterways that historically have not fallen under federal jurisdiction.
- Prohibiting the use of funds to promote or advance Critical Race Theory (CRT).
- Prohibiting the implementation, administration, or enforcement of the Biden Administration’s executive orders on Diversity, Equity, and Inclusion (DEI).
